Mr. White,
Mr. Young , has no credentials, has given you correct information.
You were the owner at the time the policy was applied for. You are still the owner.
Simply request cash surrender forms from the insurance company. The OWNER is the one that must sign the cash surrender forms, not the insured. Look at the application that is attached to the insurance policy ,and see who signed as the owner.
