That is true, provided you can prove 100% fault and the other company handles the claim in a prompt and fair manner.
You always have the option (if you carry collision coverage) of going through your own company for the damage, paying your deductible, and waiting for them to recover from the other company. With some companies I have dealt with, you may be better off going through your own company first and not having to deal with the other insurer. This is also the rationale behind no fault, which again pays no matter whose fault the accident is. You collect benefits from your own company and they fight it out with the other insurer to determine who is ultimately responsible.
Collision is a first party coverage, much like your homeowners insurance. If your car is damaged by a covered cause of loss (collision), then they will pay for the damage less your deductible.

: Where I come from, if a car is damaged by someone else and it's their fault, their liability insurance covers the damage. This assumes of course, that the party can be identified.
