If the Louisiana Fair Plan is anything like the California Fair Plan, it's not a scam. It's not the greatest option, but it's not a scam. All I can suggest is call every insurance agency within fifty miles miles of you. When you get a no, ask if they can recommend anyone to talk to. If you have a mortgagee or lien holder ask what a forced policy would cost if they placed it on the property. The odds are however that the cost of a forced policy will probably make the Fair Plan look very attractive. There are hundreds of insurance companies out there. Be persistent and ask for help at every turn.

: My homeowners policy has been cancelled because of two claims in three years. I have been informed that my only alternative is the Fair Plan. The rates are very expensive and it sounds like a scam. Does anyone here have any alternative suggestions? Thank you.
